Nominations may be made by anyone, including members of the prize committee or by candidates themselves. It is the responsibility of the nominator to provide all relevant information to the prize committee, including a resume and documentation of the benefit to industry and the mathematical method used. \noindent The nomination for the award should be reported by the prize committee to the EMS president at least three months before the date of the award. The nomination for the award must be accompanied by a written justification and a citation of about 100 words that can be read at the award date. The aim of these grants is to promote the participation of young researchers in mathematics, with special attention to their professional situation and their country of origin. Financial support will be offered in the following ways. A. Grants up to 25,000 PTA covering the registration fee. B. Grants up to 30,000 PTA covering accommodation expenses at university residences. C. Grants up to 35,000 PTA for travel expenses. Mathematicians working in Catalonia can only apply for type A grants. Mathematicians working in Spain but outside Catalonia can apply for type A and/or type B grants. Mathematicians working abroad can apply for all types. People interested in obtaining financial support are kindly requested to fill in an application form which can be found on the 3ecm web site http://www.iec.es/3ecm/grants.htm. Applications should be submitted before January 31, 2000. Decisions will be taken before March 10, 2000. Grant holders should confirm their registration before April 1, 2000. EMS or SCM members: 23,000 PTA (138.23 Eu) before April 1, or 33,000 PTA (198.33 Eu) after April 1. Other participants: 29,000 PTA (174.29 Eu) before April 1, or 41,000 PTA (246.41 Eu) after April 1. These fees include a package with a Congress programme, a CD-ROM with a preliminary version of the proceedings, and a complimentary public transportation ticket valid for the duration of the Congress. The registration fee will entitle participants to attend social events organised during the 3ecm. Accompanying people should be specified on registration forms of participants. The registration fees for accompanying people are 12,000 PTA (72.12 Eu) before April 1, or 18,000 PTA (108.18 Eu) after April 1. This fee will entitle accompanying people to attend social events organised during the 3ecm, and it also includes a complimentary public transportation ticket valid for the duration of the Congress. ACCOMMODATION Viajes El Corte Ingl\'es, as the Travel Agency for the 3ecm, has block-booked hotel rooms and university residences of various categories. Hotels and dormitories have been booked near the Congress venue or in areas easily linked to the Congress venue by public transportation. Due to the high occupation rate of hotels in Barcelona all year round, we suggest that reservations are made as soon as possible, in order to ensure that the desired type of accommodation be available. Once all hotel rooms of a particular category have been booked, Viajes El Corte Ingl\'es will no longer be able to guarantee further rooms in that category, and thus they may confirm reservations in another category. Prices of double rooms are the same if they are occupied by one or two people. Thus, there is an advantage if two people decide to share a double room, and indicate it clearly on their respective registration forms. A deposit is required for all reservations. After your accommodation form is received and payment of the room deposit is confirmed, you will be informed about the hotel or residence room that has been booked for you, indicating its final price, location, and contact information. You will then be able to check its location on a map which is available at the web site http://www.bcn.es/english/ihome.htm. If you accept the proposed accommodation, you will then have to pay the total accommodation price, deducting the deposit, before July 1, 2000. Other options for accommodation at various prices will be offered on the 3ecm web site, although neither Viajes El Corte Ingl\'es nor the Organising Committee will be responsible for arrangements made directly with the hotels by participants. PAYMENT Payment should be made in pesetas or in euros, by either one of the following methods. Details are given on the 3ecm web site. (a) Bank cheque. (b) Bank transfer. The name of the participant (or all names, if payment is made for more than one person) should be clearly marked on the remittance. (c) Credit card: VISA, Euro/Master Card, American Express, Diners Club. Once your payment is received, you will receive a registration code that will be needed for further inquiries or modifications. CANCELLATIONS Cancellation of Registration. If cancellation of a valid registration is received by Viajes El Corte Ingl\'es in written form before July 1, 2000, then the registration fee will be returned, but 2,000 PTA will be retained for handling expenses, for each participant or accompanying person. No refund will be possible for cancellations received after July 1, 2000. Cancellation of Accommodation. Any changes in accommodation requests or cancellations should be communicated to Viajes El Corte Ingl\'es in written form before July 1, 2000. If cancellation of accommodation is received before this date, payment will be refunded. Deposit fees will be retained if cancellation of accommodation is received by El Corte Ingl\'es in written form between July 1 and July 9. No refund will be possible after this date. TOURIST PROGRAMME A number of excursions and city walks with English-speaking guides are planned from Tuesday, July 11 to Saturday, July 15. Details will be given on the Congress web site. Cavas Codorniu has kindly invited 3ecm participants and their companions to visit their monumental wine cellar (one of the largest in the world). This session is open to software systems relating to all fields of Mathematics, and applicable to a variety of purposes.
